From the White House – New Federal Approach to Hiring

The memo contained in the corresponding link describes a “new” approach to Federal recruitment and hiring. From an HR perspective, and reading between the lines, two interesting aspects are (1) the deemphasis on the Training & Experience (T&E) approaches, which have been heavily criticized, and (2) a movement away from the Rule of 3 to a banding or category approach. The question of course is whether the new approach will have a positive impact on the quality of hires by the Federal government.

The rule of 3 placed much of the responsibility of the process on HR selecting the right candidates. Banding (especially for large candidate pools) allows for management discretion when selecting candidates. In many cases this opens the door for different flavors of favoritism as well as consideration of irrelevant factors such as appearance or place of origin. It also requires much more effort on the part of management to select candidates if all the candidates in the band have to be interviewed. Shifting the burden to managers without proper training or tools ultimately leaves us worse off and more exposed to discrimination lawsuits.

In our new legal context, the hiring manager can consider as few as 1 candidate. To be selected, the candidate must be qualified, according to a set of clearly defined merit criteria, but that can give a pretty broad band to work with. It IS susceptible to favoritism and discrimination, but a number of other mechanisms provide suitable monitoring such that managerial latitude is used for good rather than evil. So far, it seems to be working out okay, though there is a bit of a learning curve.

I like how Obama’s new rules encourage folks who are incapable of writing a paragraph or filling out a simple form to apply for federal work. That’s precisely the kind of drones we need to expedite our healthcare records.

Well, the country did it for the Office of President, so why should the other government workers have to have any knowledge or experience for the position.

Hence forth the only requirement for any position is voting for the Comm-u-crat Party. They don’t actually expect the workers to do anything anyway, except vote or attend some speech by one of the Democrats to act as if they are believing the lies that Democrat is spewing. Heck, they will even pay the worker while they are at the speech, provide lunch and transportation.

I recently returned from a conference in Washington DC dealing with this initiative. While it is still early to say, there will be an opportunity for trying new approaches and solving various challenges at the Federal level.
